That sounds like your network connection is being throttled upstream, or that the segment is so saturated with traffic that its causing your connection's 'RWIN' (receive window a built-in function of TCP/IP) to remain very low.Ĭonsidering that its a university network, its likely using Traffic Prioritization via a QOS configuration at the edge-router or possibly at each individual switch, depending upon the IT dept's policy.
